Public Registry Suspends Judge Guadalupe del Carmen González’s Order; Fiscalía Admits Querella and Remits Case Adding Usurpation

By James “JB” Bryson

In a very direct and unambiguous rejection, the Registro Público de Panamá has suspended the registration service requested under Auto No. 265 of 19 March 2026 issued by the Juzgado Primero de Circuito Civil de Bocas del Toro. The Acuerdo de Calificación con Defecto (entry P-162875/2026 of 21 April 2026) flatly refuses to incorporate the measures and boundaries the court order by Judge Guadalupe del Carmen González in Bocas del Toro that is sought to impose on Folio Real No. 2748—the property at the center of the long-running El Faro de Bastimentos SA controversy and corruption in Bocas del Toro.

The registry’s resolution signed by National Director Nairobia Escrucería is unsparing and cut and dried. It notes that the Auto does not follow the legally required procedure at all and notes the Judge is basically out of her mind. The Auto is incomplete and Judge’s complicit role is clearly called out when you read between the lines. The historical boundaries have existed since the day the finca existed and have always been recorded for Folio Real No. 2748 and will forever remain: Norte: montes baldíos; Este: terrenos de Isaías Billareta; Sur: Bahía de Monkey Cay; Oeste: terrenos de Ramón Rojas located on another body of water in Chiriquí Bay in an area known as Tierra Oscura. No matter how much Judge Guadalupe del Carmen González tries to get the Public Registry to believe what she and Representative Ashburn Dixon and her other associate Rigoberto Serrano want which is to walk that finca over 20 kilometers across the ocean to Bastimentos Island, it’s not gonna happen!

Most decisive in the resolution denying the complicit Judge Guadalupe del Carmen González’s order is the finding regarding Plano No. 01-01-02-14370 of 31 July 2023 of El Faro de Bastimentos. Although the property’s boundary survey carries seals of the Ministerio de Vivienda y Ordenamiento Territorial (MIVIOT), MIVIOT has certified that no record exists in its databases or files of any entry of the cited plan for review, sealing, approval and subsequent inscription. I wonder if the MIVI seal they used came from the top desk drawer of Serrano or Sanchez? Because the bottom drawer is allegedly where the cash is kept. Stamps above the cash is the rumor. The boundaries drawn on the survey plan differ completely from the historical ones, and the NEW plan places the property now on Bastimentos Island while the registered finca is located in Tierra Oscura next to Monkey Cay in front of Chiriquí Grande recognized by the Public Registry and Anati. The Perito for El Faro de Bastimentos SA under the guidance of Rigoberto Serrano and Ashburn Dixon noted in his report that “Global Warming” was the determining factor that changed all of the neighbors. Resulting in the property now having new coordinates including beaches and bays on three sides of the property and the only side that originally had waterfront being the South bordering Monkey Cay Bay in Chiriqui Bay is now land. “Global Warming” and rising tides is what moved the property over 20 kilometers from Tierra Oscura to Bastimentos 😆 that perito is going to jail too in my not so humble opinion.

This institutional rejection coincides with concrete developments in the criminal sphere. On 6 October 2026, the Sección Especializada en Delitos Contra la Seguridad Colectiva of the Ministerio Público in Bocas del Toro issued Resolución No. 430-26, formally admitting the querella penal presented against the crime ring in Bocas (Noticia Criminal 202600045288). The querella names El Faro de Bastimentos, S.A., Rigoberto Serrano (Asesor Legal del Consejo Municipal), Enrique Livingston (Ashburn Dixon’s brother and front), Ashburn Stanley Dixon Santos (Representative of Bastimentos), Judge Guadalupe Del Carmen González, and several experts who participated in the underlying civil and criminal process.

Six days later, on 12 October 2026, the same Fiscalía issued Resolución No. 434-26. After examining the facts, the Fiscal concluded that the offense of usurpation under Article 229 of the Penal Code—the total or partial dispossession of possession or real rights over an immovable through deceit or other means—should also be added to the case. The investigation has therefore been remitted to the specialized Sección de Delitos Contra el Patrimonio Económico, which will continue examining both the usurpation and the other more serious connected offenses of falsification of documents organized crime and other related crimes previously filed. The provisional civil claim is quantified at not less than two million balboas (B/. 2,000,000.00).

The resolutions of the Fiscalía establish that the admitted querella and the added charge of usurpation will be investigated in connection with irregularities surrounding Finca No. 2748 and related civil and administrative proceedings. As required by law, the detailed factual content of the querella itself remains confidential and is known only to the parties and the Ministerio Público. The specialized unit will continue examining the full scope of the connected offenses under investigation.

While Panama continues to recover from the powerful 7.7-magnitude earthquake that struck the Azuero Peninsula on 9 October and sent aftershocks across the country, Bocas del Toro is experiencing its own set of tremors. These, however, are not caused by the movement of tectonic plates. They are the shaking of a house of cards built by criminals—one constructed on forged seals, fictitious boundaries, forged and falsified inspections and judicial orders that the Registro Público has now refused to register and that the Fiscalía has now formally accepted for investigation as usurpation and related documented crimes. The structure is no longer merely rumored to be unstable; now the public registry, MIVI, ANATI and the Ministerio Público have put the cracks in writing.

Legitimate owners and investors in Bastimentos and all of Bocas del Toro should note these dates. The days of judicial orders and sealed plans that never entered the ministry’s own system, and of sentences that relocate entire fincas onto someone else’s land, may soon be ending. According to Dixon he’s not guilty he only drove the getaway car and was marketing and selling the loot! He didn’t actually forge or bribe anyone himself, allegedly. Supposedly that was all orchestrated by Rigoberto Serrano according to Ashburn Dixon using his peritos and the judge who he’s made a lot of beautiful sweet music with in the past. Getting peritos to sign on the dotted line and people like Municipal Engineer Jose Manuel Sánchez to break out his 20-year-old seal from back when he worked in Catastro to reconstruct new – old inspections.

The ground is still moving. The aftershocks of the 9 October earthquake continue to rattle Panama, but a different kind of quake is now building under Bocas. When the house of cards finally collapses, it will not be tectonic plates that swallow the guilty. It will be the weight of a Tsunami sized wave that will bury all of the guilty participants. The evidence is already on the table. Those left standing in the rubble—Ashburn Stanley Dixon and his brother Enrique Livingston, Asesor Legal Rigoberto Serrano, Judge Guadalupe Del Carmen González, and Municipal Engineer José Manuel Sánchez—and the peritos will have nowhere left to hide when the last card falls. Next article we will be looking into several of the other crooked prescription processes that have Mr. Rigoberto Serrano’s fingerprints on them and there are several. Hasta la próxima….
