Assembly Proposals Target Pharma Industry, Penalties and Local Development
PANAMA CITY, August 11, 2026 – Several deputies have presented new proposals in the National Assembly touching medicines, criminal penalties, public contracting and local economic development, Metro Libre reported Tuesday.
Deputy Crispiano Adames presented an initiative to promote Panama national medicine industry through local production, technological innovation and competitiveness for laboratories established in the country.
Deputy Yarelis Rodriguez proposed changes including penalties of one to six years for violating protection measures ordered by competent authorities, and five to ten years for offenses related to influence trafficking.
Deputy Lydia Caballero proposed a special intermunicipal fund for territorial development, while deputy Marcos Castillero proposed changes to public contracting rules to speed projects tied to basic services such as water and electricity.
Deputy Isaac Mosquera also proposed creating a special economic zone in Jaque, Darien, with legal, fiscal and commercial incentives for development.
The initiatives are preliminary, but they show the breadth of legislative pressure around health supply, public safety, infrastructure and regional opportunity.
