The government of Panama declared April 22, 23, and 24, 2025, as a day of national mourning for the death of Pope Francis .
Flags will fly at half-mast in public and private institutions nationwide.

” This declaration does not entail the mandatory closure of public and private offices, so work on these dates will be paid as regular working hours, without any additional charge ,” states Executive Decree No. 17 of April 21, 2025.
The decree bears the signature of the President of the Republic, José Raúl Mulino , and the Minister of Government, Dinoska Montalvo .
President Mulino reacts
Panamanian President José Raúl Mulino expressed his deep sorrow and condolences at the passing of His Holiness Pope Francis , confirmed this Monday, April 21, 2025.
“ His time at the Vatican left a deep mark and great sympathy, appreciation, and recognition in the hearts of the world. Peace to his great soul, ” Mulino recalled on his X account.
Like Mulino, First Lady Maricel de Mulino also mentioned that “ today the world wakes up with profound sadness. Pope Francis has departed, leaving a legacy of humility, wisdom and love for the most vulnerable .”

Through her Instagram account, the first lady recalled the visit that both she and the President of the Republic, José Raúl Mulino, made to Pope Francis in January 2025 , during an audience, at the Apostolic Palace in Vatican City.
“ I had the honor of meeting him a few months ago and will forever carry with me the warmth of his smile and his unparalleled sense of humor. Beyond the Supreme Pontiff, I met an extraordinary human being, deeply committed to peace, justice, and hope ,” the First Lady said.
He added, ” My prayers are with the Catholic Church and with all those who, like me, feel his absence today. May his light continue to guide us from on high .”
Pope Francis died this Monday at 7:35 a.m. (5:35 a.m. GMT) at his Casa Santa Marta residence , the camerlengo, Cardinal Kevin Joseph Farrell , announced in a video message, reported the EFE Agency.
