Sepresac Says Constituent Process Outreach Has Reached More Than a Million Panamanians
PANAMA CITY, August 14, 2026 – The Presidential Secretariat for State Reorganisation and Constitutional Affairs, Sepresac, is continuing a national, inclusive and coordinated strategy to make it easier for citizens to take part in the Originating Constituent Process, according to constitutional scholar and agency director Miguel Antonio Bernal, as reported by Metro Libre.
The strategy is designed to bring in all social, economic, cultural and educational sectors of the country.
Speaking at a conference, Bernal presented the progress and outlook of the constituent process and said that since Sepresac was created on August 28, 2024, more than 1,250 in-person talks have been held, reaching 1,060,347 citizens nationwide.
Those sessions have taken place in public and private secondary schools, universities, public institutions, private companies, business associations, social organisations and trade unions, among other sectors.
Bernal also highlighted open town hall meetings held at different points in the interior of the country, which he said have allowed citizens interested in understanding the stages of the constituent process to take part.
Sepresac communications head Marco Luigi Pezzotti said the route toward a new constitution has four phases, beginning with a literacy programme and now moving into a 360 media campaign called Escribe un Nuevo Panama.
According to Pezzotti, the final two phases cover the election and publicising of the constituent delegates, and then the legislation needed to hold a referendum to approve or reject the new constitution.
