Contraloria Eases Bond Requirement for PROMTUR International Contracts
PANAMA CITY, July 24, 2026 – The Comptroller General approved a resolution exempting certain PROMTUR international contracts from performance bond requirements, La Estrella de Panama reported.
The measure applies to specific consulting or specialized-service contracts with foreign contractors not registered or domiciled in Panama, as well as international advertising and public-relations contracts tied to tourism promotion.
The exemption is conditional. Contracts must have clearly defined stages, payments must depend on completion and acceptance of each stage, and contractors must remain responsible for service defects for one year.
The story matters because PROMTUR operates in a global tourism market where international suppliers may not fit ordinary domestic contracting rules. At the same time, any exception in public contracting draws scrutiny because taxpayers expect safeguards.
The resolution has a one-year term from publication and may be extended if PROMTUR requests it and continues meeting the legal requirements.
