Legal representatives of the Vargas Foundation publicly denounced that the candidate for Mayor of Panama, Mayer Mizrachi, built a pedestrian bridge on private lands located in Chilibre, which have been illegally occupied by invaders who have had an eviction order since 2018.
Faced with this situation, members of the Borrell-Cano-Pagés law firm, which represents the Vargas Foundation, presented before the Peace Court of Chilibre, a lawsuit for intrusion against several occupants of the land owned by their clients, located in the community of Villa Unida, in Chilibre, in the district of Panama.
In the lawsuit, the complainants explained that in 2018 there was already an eviction, which was carried out without any difficulty. However, they detail that after the eviction procedure carried out on August 14, 2018, the invaders once again entered the properties owned by Vargas Fundation, not complying with the decision ordered at the time by the Corregiduría of the Ernesto Córdoba Campos district. as by the Mayor’s Office of the District of Panama, in the sense of vacating the property.
They question that, if all of the above were not enough, the candidate for mayor of the District of Panama, Mayer Mizrachi, “as part of his political strategy to gain followers for his candidacy, built a pedestrian bridge over an area that is included within the surface limits of the properties owned by our client, with the sole purpose of benefiting the illegitimate occupants of our client’s property.”
They affirmed that the construction of said bridge, by the candidate Mizrachi, was carried out without the consent or authorization of his client, “which constitutes a serious violation of the constitutional right to guarantee private property acquired in accordance with the law by legal or natural persons, enshrined in article 47 of the Political Constitution of the Republic of Panama.
”Such actions by the aforementioned candidate for mayor of the district of Panama seem reckless and irresponsible to us, since before proceeding with the construction of said bridge, he should have investigated and made sure regarding the legitimate owners of said property, and obtain the relevant permits from both the owner and the competent authorities, and not act for simple political motivations,” the lawsuit states.
In this sense, the plaintiffs requested the Peace Court to order the immediate demolition of the bridge structure built “on the property of our client, without her authorization, since a work that is intended to favor people who are illegally occupying private property, that is, intruders, to the detriment of our client’s right to guarantee the peaceful use and enjoyment of her property.”

Lawyer Avidan Aparicio Sánchez, who is part of the Borrell-Cano-Pagés firm, explained that this launch process dates back to 2017, where it could be accredited both in the district office of Ernesto Córdoba Campos and in the Mayor’s Office of Panama (after an appeal from the invaders), that these properties were being occupied illegally.
”The latest thing that has happened is that the candidate for Mayor of Panama, Mayer Mizrachi, built a pedestrian bridge in that area, without the authorization of our client. As a result of this situation, we have had to proceed again by filing the lawsuit for release by intruders against these people there in the Chilibre Peace Court,” he said.
Likewise, he explained that the demolition of this structure is being requested because “it does not have a legitimate purpose, because it has been built to benefit people who are there illegally occupying property,” he said.
”Mr. Mayer Mizrachi never asked our client for any authorization to build this bridge. I want to think that he did it with a good intention, obviously also taking advantage of the political situation that exists, but I feel that he should have investigated before, because it is evident that when one is in the presence of properties that are being invaded by the way It is built, by the environment; “He should have foreseen that those were invaded lands,” he stressed.
Likewise, he maintained that when someone is going to carry out construction on a property, they have to verify who the actual owners of the land are, before erecting any type of construction, “something that was not done in this case, but was “He got carried away by the political emotion of gaining followers and did not verify who the true owners of this farm are,” concluded Avidan Aparicio Sánchez.
