Bill Would Let Cepanim Beneficiaries Use Full Value in Commerce
PANAMA, September 5, 2026 — A bill approved in first debate would allow Cepanim beneficiaries to use 100 percent of the certificates’ face value as a means of payment in businesses and the public sector.
Bill 663 is intended to expand how the certificates can be used. Retirees are awaiting further approval of the proposal, which must continue through the legislative process before any final change can take effect.
