While I have been over here since Obama, it is hard to miss when I return the environment of my home country. While still viewed as the pillar of modern society and the largest Super Power, my country is rife with the worst political in-fighting in the history of the Republic, and it simply just continues. Democrats may have just unearthed their smoking gun and the quid pro quo in one fell swoop after the most consequential and dramatic turn yet in their impeachment investigation into President Donald Trump.On yet another mind-bending day in a presidency that is carving one of the most turbulent passages in US political history, Trump’s plight and that of his GOP defenders markedly darkened.The top US diplomat in Ukraine notified House investigators that he was told that the release of military aid to Kiev would depend on a pledge to probe the 2016 election and 2020 Democratic presidential candidate Joe Biden, who, according to a new CNN poll conducted by SSRS, leads Trump by 10 points in a hypothetical 2020 general election matchup.The deposition by Bill Taylor on Tuesday appears to directly refute the President’s claim that there was no quid pro quo in his dealings with the former Soviet state.The top US diplomat to Ukraine came out of retirement for the job. Now he’s the next impeachment witness.Taylor’s testimony bolsters a whistleblower report and a transcript of Trump’s notorious July 25 call with Ukraine’s President that shows he asked for a “favor” in return for badly needed aid as Ukraine fights Russia.It makes it far more difficult for the GOP to defend the President on the facts of the case, as they have emerged from days of testimony inside the closed impeachment inquiry.And the new testimony may increasingly force the President’s supporters into a fallback argument: that what he did was inappropriate but falls short of the standard of high crimes and misdemeanors needed for impeachment.Democrats argued that Taylor’s testimony was the most shocking revelation yet from their monthlong impeachment investigation — which is likely to get more complicated as a result.”This testimony is a sea change. The Ukraine text messages, annotatedTaylor, one of the “radical, unelected bureaucrats” in the President’s sights, is a highly regarded career official who was directly appointed by Secretary of State Mike Pompeo and is a veteran of the Republican George W. Bush administration.As Trump fumed in the White House, Republicans wrestled with how to cope with the latest avalanche of disclosures.His most loyal defenders insisted that Taylor’s testimony changed nothing. “I’ve been in there 10 hours, I can assure you there’s no quid pro quo,” said Rep. Mark Meadows of North Carolina.Sen. Lindsey Graham of South Carolina defended Trump’s use of the term “lynching.””This is a sham. This is a joke,” he said.”So yeah this is a lynching, in every sense. This is un-American,” he added.But other, more moderate Republicans publicly expressed disquiet over the new testimony, which provided new texture on Trump’s back-channel Ukraine policy shop involving his personal lawyer Rudy Giuliani and several personal appointees.”The question that we’re going to be answering here is: Does this reach a level of impeachment or is it a disagreement on policy?” said Republican Rep. Debate turns to the nature of high crimes and misdemeanors

That there are now open discussions on Capitol Hill about the nature of an impeachable offense hints at the gravity of the case against the President and the stunning level of detail unearthed by the Democratic impeachment probe.It is not in itself an impeachable offense for a President to run a back-door foreign policy shop. Franklin Roosevelt, for instance, had his own shadow team of envoys during World War II.Trump’s scheme — subverting long-term US foreign policy goals and playing into Russia’s aspirations in Ukraine — clearly poses serious national security questions, however.But it is on the question of whether the President used his power to set foreign policy to get political dirt on a possible 2020 rival and to spur an investigation into Democrats over the 2016 campaign that the impeachment case will hang.In practice, Taylor’s testimony probably means a return trip to the committees for Trump’s ambassador to the European Union, Gordon Sondland, who testified last week.His testimony is also likely to increase pressure for a deposition from former national security adviser John Bolton and Tim Morrison, Trump’s current top White House official, both of whom were mentioned in the deposition.

Signs of a quid pro quo

Taylor said in his opening statement that Sondland had “tried to explain to me that President Trump is a businessman. When a businessman is about to sign a check to someone who owes him something, he said, the businessman asks that person to pay up before signing the check.”The testimony sets up a credibility test between Sondland, a wealthy hotelier and Republican donor with no diplomatic experience, and Taylor, who has 50 years of government service and is a methodical, professional diplomat and Vietnam War infantry veteran.Taylor’s opening statement was packed with detail, and included a stunning section apparently depicting Trump denying he was offering a quid pro quo even as he dangled one.CNN Poll: 50% support impeaching Trump and removing him from office“According to Morrison, President Trump told Ambassador Sondland that he was not asking for a ‘quid pro quo.’ But President Trump did insist that President Zelensky, go to a microphone and say he is opening investigations of Biden and 2016 election interference and that President Zelensky should want to do this himself.”In another intriguing development on Tuesday, Senate Majority Leader Mitch McConnell, already mounting a rearguard action against Trump’s Syria withdrawal, pushed back on the President’s attempts to use him as a character witness.The Kentucky Republican said he never had or at least did not recall a conversation in which, as Trump reported, he described the President’s call with Zelensky as perfect.He also criticized Trump’s lynching comment, though — reflecting his political tightrope — he blasted the Democratic process in the House.But despite rising frustration in the Washington GOP with Trump, there is little sign yet that, even with rising support for Trump’s impeachment and removal among voters as a whole, his Republican firewall might break in a Senate impeachment trial.A new CNN/SSRS poll on Tuesday found that only 6% of Republican voters favor Trump’s ouster — a sobering statistic for GOP lawmakers who want a long future in politics.
