Education Reform Is the Main Challenge Facing Minister Ventura Vega
PANAMA CITY, August 17, 2026 – One of the main challenges for the new education minister, Ventura Vega Osorio, will be driving a reform that modernises the Organic Education Law established by Law 47 of September 24, 1946, Metro Libre reported.
The process already shows progress.
During the last legislative period, the Education Commission, then chaired by deputy Jorge Bloise, presented Bill 617 to reform that legislation.
Among its proposals is the creation of an independent technical body to measure education quality and establish national learning standards.
Added to that initiative is a 72-page proposal presented by the UNEP and Unecep unions.
That proposal sets out positions on inclusive education, requirements for teaching, private schools, early childhood and the appointment of education authorities.

Why it matters
The law governing Panamanian education dates from 1946, and rewriting it decides standards, teaching requirements and oversight.
What happens next
Bill 617 and the union proposal both await action under the new minister.
