The elected president, José Raúl Mulino, continues to shape his government team, which will accompany him during his government administration that begins next July 1.

As part of this process, Mulino yesterday appointed Óscar Vallarino as vice minister of the Environment, who will accompany the designated minister, Juan Carlos Navarro, in that portfolio.

Vallarino, from 2012 to 2018, served as vice president of Corporate Affairs at the Panama Canal Authority (ACP) and then from 2018 to October 2019 he was vice president of Corporate Affairs and Communication at the ACP.

In addition, he was executive manager of the Environment Division and secretary of the Interinstitutional Commission of the Panama Canal Hydrographic Basin (CICH) from 2000 to 2012.

Likewise, he was executive director of the National Association for the Conservation of Nature (Ancon) and has been a member of the boards of directors of various organizations, including the Natura Foundation, Fupasa, Friends of the Harpy Eagle Board of Trustees.

The office of the president-elect also announced the appointment of Adolfo José Fábrega García de Paredes, as general administrator of the National Authority for Government Innovation (AIG).

Fábrega, who has experience in the technological and software area, until recently served as president of the Chamber of Commerce, Industries and Agriculture of Panama (Cciap) for the period 2023 to May 2024.

He has been a member of the National Commission of Science, Technology and Innovation of the National Secretariat of Science and Technology (Senacyt), he is the founder of Global Marine Group and a technology professor at the University of the Istmo.

Furthermore, in 2010 he was appointed advisor by the United Nations Development Program in the National Technology Directorate of the AIG.

Graduated in systems and information engineering from the University of Notre Dame, United States, Fábrega has nearly 20 years of experience and also participated in executive programs at Incae and the Massachusetts Institute of Technology.

Mulino also nominated Alexandra Rodríguez as director of the Agricultural Innovation Institute of Panama (Idiap).

It has a teaching staff in secondary education with specialization in zootechnical agronomy and a master’s degree in livestock sciences with specialization in animal production, both from the University of Panama.

In her professional career she has served as regional director of Idiap in the province of Coclé and as an agricultural engineer at the Agricultural Insurance Institute (ISA). She has also worked as an agricultural teacher in the Ministry of Education.

It was also known that the lawyer and specialist in Regulation of Public Services, Zelmar Rodríguez, would be appointed by the elected president, José Raúl Mulino, as the new director of the National Authority of Public Services (Asep).

Rodríguez has more than 15 years of experience in government administration and also held the position of general administrator of Asep in 2012, during the government administration of then-president Ricardo Martinelli.
