Mulino Signs ITBI Exemption for First New Homes Up to B/.120,000
PANAMA, September 1, 2026 — President Jose Raul Mulino has signed Law 546, exempting the transfer tax on the purchase of a first newly built home valued at up to B/.120,000.
The law was sanctioned on August 31 and applies to the Real Estate Transfer Tax, known as ITBI. The measure moves the housing-tax proposal beyond the legislative stage and into enacted law for qualifying first-home purchases.
