Following the publication in La Estrella de Panamá titled “Land sale deal denounced in Bocas del Toro, Anati investigates”, the company in question that owns the land responded with a request for the right of reply.

Marino Fernández Cardoza, representing El Faro de Bastimentos, SA, referred to the lawsuit filed by the American businessman, Richard Kiibler, calling the accusations made in it “serious and inaccurate”.

Kiibler denounced an alleged criminal organization in Bocas del Toro, through which fees were charged for obtaining adverse possession of land with the alleged complicity of experts and even a civil judge, even involving the current representative of the Bastimentos district.

“Richard Kiibler, mentioned in the article, is behind the company Grupo Farigue, SA, which owns property 1809. A marginal warning notice dated February 24, 2026, issued through entry 8965/2026 in the Public Registry, was issued against it due to serious irregularities in its registration. This company intends to appropriate more than 10 properties in Bastimentos. Despite being suspended, they have launched a campaign against the company El Faro de Bastimentos, SA, targeting owners and public servants to achieve their objectives,” Fernández Cardoza stated in his letter.

A search of the Public Registry for the aforementioned property shows that the transfer of ownership process in 2024 remains suspended.

“The legal process undertaken by El Faro de Bastimentos, SA in the acquisition of its property complied with all legal procedures, including the participation of any interested or affected party. However, a claim has arisen for 10 hectares of our property by the non-existent and suspended property registration number 1809, through false accusations and denunciations in the media, against our company and the other owners affected by the dispossession carried out by Grupo Farigue, SA,” adds the representative of El Faro de Bastimentos, SA

Finally, he states that together with a group of affected property owners from Bocas del Toro, they will take their claims to the Courts of Justice.

The article in La Estrella de Panamá also quotes Andrés Fernando Pagés Chanis, administrator of the National Land Administration Authority (ANATI), who stated that the institution has prepared a preliminary report on the case and plans to file a lawsuit with the appropriate authorities.
