The questioned ‘legislative shrimp’ promoted by the deputy Roberto Ayala, of the Democratic Revolutionary Party (PRD), and that repealed Law 2 of February 10, 2015, regarding the contract law with the company PSA Panama International Terminal, SA, in charge of the operation of a container terminal in Rodman, was not a subject unknown by deputies of the various legislative caucuses of the PRD, Cambio Democrático (CD) or the official Panameñista Party.
A similar proposal was already before the National Assembly in the 2015-2016 period.

The first draft 039 with this same objective of repealing Law 2 of February 10, 2015, which was presented at the time by the deputy of PRD Crispiano Adames, on September 1, 2016.
However, the initiative that was sent to the Economy and Finance Commission chaired at that time by the Panamanian deputy Miguel Salas, was not even considered for adoption by the deputies of this commission, because it is a controversial draft.
