Why is VARELA ( outgoing President) so concerned with Martinelli not being Mayor?

Why is the outgoing President so laser focused on his former boss not assuming office? And by office I am not referring to becoming President of the Republic again, I am referring to MAYOR of the district.

Please read this attached article which raises many questions about my favorite “soon to be ex” President.
