Four public officials have been sanctioned by ANTAI for ethical violations, including traveling while incapacitated and being hired despite legal disqualifications.

The National Authority for Transparency and Access to Information (ANTAI) has imposed sanctions on four public servants assigned to the Central Government for serious violations of the Code of Ethics , in cases involving officials of the Social Security Fund (CSS) and the National Decentralization Authority .

Among the most notable irregularities is the case of a CSS official who was hired in 2021 despite being legally disqualified from holding public office from October 2023 to October 2026. After an exhaustive investigation and review of documents from the CSS and the Supreme Court of Justice , Antai confirmed the violation, recommended his immediate dismissal , and forwarded the file to the Anti-Corruption Prosecutor’s Offices of the Attorney General’s Office for the opening of criminal investigations.

Additionally, ANTAI addressed three more complaints: two against CSS officials and one against an official from the Decentralization Authority, alleging violations of principles such as the proper use of working time, prudence, and mandatory compliance . The investigations revealed that these officials traveled abroad during periods when they presented medical incapacity to justify their absence from work, a fact confirmed by records from the National Immigration Service .

One of the most serious cases involved a CSS officer who remained abroad for three months while receiving medical leave in Panama and continuing to collect his salary . ANTAI also recommended her dismissal and will forward certified copies of the investigation to the Public Prosecutor’s Office.
