Health Ministry Orders Paco Rabanne Perfume Pulled From Panamanian Shelves
PANAMA CITY, August 14, 2026 – The Ministry of Health cancelled the sanitary registration of Paco Rabanne Black XS Black Excess for Her Eau de Parfum and ordered the immediate withdrawal of all batches available on the Panamanian market, Metro Libre reported.
The measure was adopted by the National Directorate of Pharmacies and Drugs through Resolution 104 of July 29, 2026.
The decision follows an alert issued by the European Commission through its Safety Gate system, which reported the marketing and withdrawal of cosmetic products containing prohibited ingredients.
In the case of the Black XS Black Excess for Her perfume, the presence of butylphenyl methylpropional, also known as BMHCA or lilial, was detected. The substance is classified as carcinogenic, mutagenic or toxic for reproduction.
Minsa warned that BMHCA is banned in cosmetic products because of the health risks it represents, and the resolution therefore cancels the product sanitary registration and requires its immediate removal from pharmacies, perfumeries and other points of sale in the country.
The Directorate of Pharmacies and Drugs repeated its call for the public to check the products they buy and to report any sighting of the perfume still on sale.
Health authorities said they will maintain surveillance to ensure that cosmetics marketed in Panama comply with safety regulations.
