This Thursday marked the end of Kristi Noem’s tenure as Secretary of the U.S. Department of Homeland Security (DHS), following her dismissal by President Donald Trump. Rumors of her departure had been circulating for days, particularly after Noem’s appearances this week before the Senate Judiciary Committee. As the final person responsible for the Trump Administration’s immigration crackdown, Noem was questioned by members of Congress—especially Democrats, but also some Republicans—about abuses during immigration raids and, in particular, the killing of two U.S. citizens, Renee Good and Alex Pretti, during operations in Minneapolis last January.

Noem defended the actions of the federal agents and refused to retract her accusation of the slain as “domestic terrorists”.

Her performance at the hearing, according to the national press, drew criticism from people close to President Trump who called for her resignation. It was the final straw, but Noem, a former congresswoman and former governor of South Dakota, a vast state in the Midwest, has a history filled with moments that have drawn sharp criticism for her lack of sensitivity.

As governor, beginning in 2019, she made a name for herself by resisting the imposition of health restrictions during the COVID-19 pandemic, contrary to the federal recommendations of the Biden administration. As a result, she was considered a potential vice-presidential candidate for Trump in the 2024 presidential campaign. However, in August 2024, her autobiography, No Going Back, was published , and her chances of being on the ticket vanished amid her first major controversy.

In the book, Noem recounted how, years earlier, she had shot and killed her 14-month-old hunting dog, Cricket . According to her own account, the animal was “untamable,” so she considered it dangerous and “less than useless” as a hunting dog. She decided to take it to a gravel pit and put it down. The confession provoked an immediate public outcry and criticism from both parties, especially from animal rights activists and political figures who questioned her judgment and sensitivity. Noem defended the decision, saying that on farms, sometimes “tough choices” have to be made. The episode damaged her image, and the label of “dog killer” has stuck with her ever since.

But the bad publicity wasn’t enough to dissuade Trump from including her in his cabinet when he won the presidential election in November 2024. He appointed her Secretary of Homeland Security, in charge of the country’s borders and the enforcement of immigration policy; one of the most important positions for an administration that came in promising to carry out the largest deportation in history.

It didn’t take long for her to make headlines in her new role. On her first day leading the DHS—which oversees agencies like Immigration and Customs Enforcement (ICE), Customs and Border Protection (CBP), U.S. Citizenship and Immigration Services (USCIS), the Transportation Security Administration (TSA), the Federal Emergency Management Agency (FEMA), and the Coast Guard—she took to the stage to address her entire team for the first time, in front of the cameras. As she walked to the podium, however, she chose to play Trace Adkins’ country song “Hot Mama ,” which features lyrics about lingerie, sexual attraction, and suggests “turning this place into a sauna.” An awkward silence fell, and criticism rained down on the inappropriate music choice.

The deployment of Trump’s aggressive immigration offensive, however, quickly made that moment forgotten. In the first months of the Republican’s second term, Noem became a familiar face and one of the main proponents of the aesthetic promoted by Trumpism , while speaking frequently in the media and holding press conferences to announce immigration operations and measures.

At the end of March last year, her visit to Nayib Bukele’s maximum-security prison in El Salvador produced what is perhaps the most iconic image of her time at DHS. Just ten days earlier, the United States had sent more than 200 Venezuelans to that prison, Cecot (Center for the Confinement of Terrorism), without due process. They were accused, without evidence, of being gang members of the Tren de Aragua gang, under the 1798 Enemies Alien Act, which categorized them as part of a supposed invading army. It was the Administration’s first major immigration scandal, marked by its blatant disregard for legal norms and its cruelty. In the midst of this storm, Noem toured Cecot with Salvadoran authorities and posed for cameras in front of the enormous communal cells where the shaved-headed and tattooed Salvadoran gang members held there by Bukele served as a backdrop.

Against the backdrop of her tenure, rumors began circulating about a possible extramarital affair between Noem and Corey Lewandowski, a close advisor to Trump who had previously worked with Noem during her time as governor. Lewandowski was brought into the department as a temporary advisor for 130 days a year without pay, though current and former officials have questioned the accounting and the true extent of his influence within the agency. During her appearances before Congress this week, Noem refused to answer questions from Democratic lawmakers about the nature of her relationship with her advisor, including whether they had engaged in sexual relations during her time at DHS. Both have publicly denied having an intimate relationship, but various media outlets have reported on these allegations for months.

The climax of her repeated controversies, however, came on January 7. Just hours after Renee Good was shot and killed in Minneapolis by an immigration agent, Noem spoke at a press conference at the border, where she had planned to boast about the dramatic drop in illegal border crossings. But the journalists present questioned her about the incident that had just occurred thousands of miles to the north, videos of which had flooded the internet within hours. Despite the scant information available, Noem didn’t hesitate to label Good—a 37-year-old poet and mother of three, whose identity had not yet been revealed—a “domestic terrorist” who had tried to kill immigration agents with her car. The videos that were already circulating, and others that would later surface, as well as the information about Good, completely refuted Noem’s version of events.

A few weeks later, the script would be repeated almost verbatim after the killing of Alex Pretti, a 37-year-old nurse who was peacefully monitoring immigration raids in Minneapolis, by other federal agents . Pretti was armed, and Noem seized on this to categorize him, once again, as a “domestic terrorist” who wanted to kill the agents. Once again, videos of the incident proved Noem’s claims false, as Pretti had only intervened between the agents and a woman they had assaulted, before being attacked by the officers, disarmed, and shot ten times while he lay defenseless on the ground. Despite the evidence and the scandal caused by the killings, Noem has not retracted her statements.

Even so, Secretary Noem had managed to survive, and although rumors of her dismissal began to gain traction in early February, President Trump had repeatedly expressed his confidence in her. But there was one thing that, according to several reports, Trump could not accept and that proved to be his final downfall: a $220 million advertising campaign in which the secretary was the star.

The ad shows Noem, wearing a cowboy hat and riding a horse, emerging from a wooded clearing in the Black Hills of South Dakota, the state she once governed. The montage continues with images of DHS agents and federal officers, interspersed with shots of Trump walking while agents salute him. “If you cross the border illegally, we will find you,” Noem says. “Break our laws and we will punish you. If you assault American citizens, there will be consequences,” she adds, ironically, given that none of the agents who killed Good and Pretti under her command have faced legal repercussions to date, nor is there any indication that they will.

Senator John Kennedy (R-Louisiana) questioned Noem about the ad on Tuesday and suggested the video promoted her rather than the president. She responded that Trump had approved the ad campaign, though he later denied it. “The president tasked me with delivering this message to the country and also to other countries from where we saw the invasion coming,” Noem said. This Thursday, her task ended.
