Assuming that the dismissals of Ricardo Martinelli’s attorneys have been presented in the United States to the Court of Appeals of Atlanta, this entity must accept the waiver of the habeas corpus appeal, and the waiver of the opposition to the appeal of the bail filed by the federal prosecutors of Florida. The Atlanta Court must issue the judicial resolutions that close the cases, and that must be notified to the Department of State, so that the extradition process is resumed.

There are no time limits for the State Department to evaluate the case, since there is a new Secretary of State and very important positions within that department remain vacant. Once the State Department notifies the Embassy of Panama in Washington that the inmate is available for extradition, the Government of Panama has 30 calendar days to go and look for it.

The delivery is made by the federal sheriffs to the Panamanian police officers inside the plane that will make the transfer to Panama. It would be expected that the Government of Panama send four police, a doctor to evaluate the former president, a representative of the Ministry of Foreign Affairs and a delegate of the Supreme Court of Justice , which is the entity that requested the extradition. When the plane arrives in Panama, Ricardo Martinelli Berrocal must be transferred to the Supreme Court of Justice, for a control hearing. The most probable thing is that this procedure is delayed so that Martinelli can talk with his family and his lawyers.
